REACH is a new European regulation for chemical substances. The
acronym stands for Registration, Evaluation, Authorisation and Restriction
of Chemical substances. The regulation came into force on 1 June 2007.
The core of the regulation is that a company that produces, processes or
transfers chemical substances to customers must in principle be aware of the
risks of all those substances, must provide information about measures to
manage those risks, and must also carry out those measures in the own
company. REACH has shifted the onus of proof for the safe production, safe
trading and safe use of chemical substances from government to industry.
REACH applies not only to the producers and importers of chemicals but
to all those companies that use chemical substances, substances in
preparations or substances in objects. There will be a registration system
for substances and substances used in preparations that will be valid for
the whole of the EU. A technical dossier must be prepared for each
registration with prescribed details about the properties of the substance,
volume, use, exposure and so on. Parties who wish to register the same
substance must share their details about the properties of the substance
with each other. A chemical safety report must also be drawn up in which the
risks are described on the basis of these details and from this measures to
control those risks are taken.
Sel Chemie B.V. is at present
preparing to comply with all the requirements. Raw materials that are
purchased and products that are sold to customers will comply with the
requirements that are prescribed by REACH. More information is available

"Just a sip of lamp oil - or even sucking the wick of lamps - may lead to life-threatening lung damage"

"Keep torches filled with this liquid out of the reach of children"
"Just a sip of torch oil - or even sucking the wick of torches - may lead to life-threatening lung damage"

Due to the new Reach Regulation 1907/2006 and the connected EU-GHS/CLP Regulation 1272/2008 there are a number of important changes coming up for the Classification, Labelling and Packaging;
The new Regulation for substances is due for production from 1st December 2010 onwards;
The R & S (Risk & Safety) sentences on the labels need to be changed in H & P (Hazard and Precautionary) sentences.
The actual pictograms need to be replaced by new ones. Because of a change in the classification of the chemical substances it might be that a pictogram needs to be removed from or added to a label. Also extra sentences with EUH-statements (for special hazards) need to be added.
There is a transitional periode for the selling of goods with old labels;
for substances until 1st December 2012
UNTIL 1ST DECEMBER 2010 THE LABELS CAN BE CHANGED.
UNTIL 1ST DECEMBER 2012 GOODS WITH OLD LABELLING MAY STILL BE PRESENT IN SHOPS AND WAREHOUSES. THIS IS NOT ALLOWED ANYMORE AFTER THAT DATE!
As soon as Sel Chemie B.V. will be informed by her suppliers about the registration and classification of the chemical substances, she will inform her customers by return.
The new regulation for mixtures is due from 1st June 2015 onwards and there is also a transitional period for the selling of goods with old labels;
for mixtures until 1st June 2017
